Properly discard cigarette butts; add new signs to discourage littering them

In a town where, it seems, anything can be regulated, Palm Beach officials learned recently that they have no authority to ban smoking on the beach. The state, it turns out, has the sole right to impose such a ban, and Florida legislators have never chosen to pursue that route.
