This document describes the Accommodation Program from Philip Morris (PM) and its mission to open relationships with the hospitality industry, with the goal of making this industry a legislative ally. The memo describes how the Accommodation Plan will be used to influence the hospitality industry to support PM's legislative agenda, including its top priority of enacting preemptive state legislation in all 50 states. States will be divided into Class A, Class B, or Class C, depending upon the extent of clean indoor air legislation already in place. Four stages of relationship building activities are described.
